If you are replacing heating equipment in Orange County right now, you will get pushed toward a heat pump. Sometimes that push is good advice and sometimes it is a contractor chasing an incentive. Here is the version that accounts for our actual climate, our actual housing stock, and the panel in your garage.
The Climate Argument Genuinely Favors Heat Pumps Here
Heat pumps have a reputation problem inherited from cold climates, where older units struggled below freezing and needed expensive backup heat. That is not our situation. Orange County winters are mild, and a modern heat pump operates in its efficient range for essentially our entire heating season.
The other structural advantage is that one piece of equipment does both jobs. You are not maintaining a furnace and an air conditioner, you are maintaining one system. If your furnace and your AC are both near end of life, which is common because they were often installed together, the heat pump comparison gets much more favorable, because you are replacing two things with one.
On efficiency, a heat pump moves heat rather than creating it, which is why it delivers substantially more heat energy than the electrical energy it consumes. A gas furnace, even a high efficiency condensing model, cannot beat that on a physics basis. Whether that translates into a lower bill depends entirely on your local electricity and gas rates, which in Southern California is a real question rather than a rhetorical one.
Where Gas Furnaces Still Make Sense
To be clear about something, because there is a lot of noise on this point: there is no statewide ban on gas furnaces in existing California homes as of 2026. You are allowed to replace a furnace with a furnace. Cases where that is the reasonable choice:
- Your AC is relatively new and the furnace failed. Replacing just the furnace and keeping a working condenser is often the right economics, since a heat pump replaces both.
- Your electrical panel cannot support the load. More on this below, because it is the most common real obstacle.
- You need the cheapest working solution now. Furnace only replacement is typically the lower up front number.
- The gas line, flue, and everything else is already there and sound. Reusing a functional infrastructure has value.
High efficiency gas furnaces do still qualify for utility rebates, though they are generally smaller than what electrification programs offer.
The Panel Is the Real Constraint
This is the part that surprises homeowners, and it is where a lot of heat pump quotes quietly fall apart.
A large share of Orange County housing stock was built in the 1960s and 1970s with 100 amp service, and in some cases less. Add a heat pump to a house that also has, or wants, an EV charger, an induction range, and a heat pump water heater, and you can run out of panel capacity. A service upgrade to 200 amps is a real project with its own permit, its own utility coordination, and its own cost.

Incentives: Real, But Check Current Availability
California has pushed hard on electrification incentives, and heat pumps have generally captured the largest ones. The important caveat is that these programs run on funding phases rather than continuously. TECH Clean California, the state funded program that has driven a lot of residential heat pump incentives, has paused single family HVAC reservations when a funding phase was exhausted, with new phases opening later.
The practical takeaway: do not build your budget around a specific rebate number you read somewhere. Verify what is actually open and reservable for your address, through your utility and the current program administrator, at the time you are signing. A contractor who tells you a rebate is available should be able to show you the current program status, not a screenshot from last year.

How to Actually Decide
Three questions get most people to an answer. First, is your AC also at end of life, or is it fine? If both are done, lean heat pump. If only the furnace failed, furnace replacement is defensible. Second, what does your panel support, verified by someone who looked at it? Third, how long are you staying? Operating cost advantages need years to pay back a higher install cost, and if you are selling in three years that math does not close.
