The elements that separate a functional gym from a converted bedroom:

  • Flooring: Commercial-grade rubber flooring at 3/4 inch thickness for weight areas, typically $4 to $8 per square foot installed. Thinner gym tiles sold online compress under heavy use and don't protect the subfloor from dropped weights.
  • Mirrors: Full-height mirrors on one or two walls, professionally mounted, not frameless homeowner installs that come down in an earthquake. Budget $800 to $2,500 for mirror glass and secure mounting.
  • Ventilation and cooling: A dedicated mini-split (ductless HVAC unit) sized for the space is the right solution. Trying to extend an existing system into a converted garage or a heavily loaded room often undersizes the cooling. Mini-splits for a 250 to 400 square foot space run $1,800 to $3,500 installed.
  • Electrical: Most residential circuits are 15 or 20 amps. Commercial-grade cardio equipment draws 20 amps dedicated. If you're adding multiple high-draw machines, you likely need a subpanel upgrade or dedicated circuits from the main panel, typically $800 to $2,500 depending on distance.
  • Soundproofing: Relevant if the gym is above a living space or shares walls with bedrooms. Adding acoustic insulation to walls and resilient channel drywall assemblies runs $3,000 to $8,000 for a typical room.

What Requires a Permit in OC

A basic flooring and mirror installation in an existing room does not require a permit. But electrical work over a certain threshold, HVAC modifications, structural changes to walls or ceilings, and any change of occupancy (garage to habitable space) all require permits in Orange County cities. If you're converting part of a garage, check with your city before you start: some cities require a full change-of-occupancy permit that triggers insulation, electrical, and egress requirements that significantly change the scope and cost.
